I think you have misunderstood the documentation. It says:
php_value name value
Sets the value of the specified variable.
Meaning the name is the configuration item (in your case
open_basedir) and value is the value to be assigned, here the name of the
directory. Therefore, you should try
php_value open_basedir "/path/to/basedir"
