IrcNet is mostly European, and I mentioned #php.de and +php.de,
which are german language channels on IrcNet. IrcNet can be
joined (by me) via irc.uni-erlangen.de, irc.funet.fi or other
irc servers.
The "official" #php channel, which is english language, and is
sometimes frequented by Zend people, is on EfNet. I join it via
irc.rt.ru (Rumania).
I suggest that you set up an identd or fake identd on port 113.
Joining irc is much easier, if you host responds properly on
that port. identd is of course a useless protocol and does not
help at all, but many ircd operators enforce that their clients
operate an identd.
