possible to set config vars inside a script?

I generally use php4, but now I am on a project that is using php3.0.9
as a cgi (with no php3.ini file). The machine is in a hosting farm, and
I am unable to change the configuration settings.
I thought I saw a way a few months ago where I could set config
variables from inside a script (in this case, I need track_vars
enabled). Am I going out of my mind, or is there a way to do this?
