problems with output of errors

I'm trying to make php output all the error messages (and any other message) to a file, so I touched the php.ini file and added (changed) this lines: display_errors = Off log_errors = On error_log = /usr/local/apache/logs/php.log Restarted the apache server, but no php.log file appears. Whant can be wrong?
