Isn't your issue more about your database schema?
If you have "repeating values" such as Flordia project name
and lets say is in your employee table
Then what you need to do is create a table called
Project - project_id, project_name (eg: Flordia project)
and a joint entity called Assign - assign_id, employee_id, project_id
