If you have access to a machien that will run a web server with PHP then you
have access to a machine which will run PostgreSQL or MySQL. Setting either
up is trivial and it's exactly what you need for this project.
That or come up with some sort of flat-file configuration of your own, which
will be much more time consuming than installing a SQL database.
