I often get the "No httpd.h" error and this is what generally fixes it:
1.) rm -fr [old apache src dir]
2.) tar zxvfm apache-x.xx.x.tar.gz
3.) cd [new apache src dir]
4.) ./configure --prefix=[prefix here - not required]
5.) cd ../[php src dir]
Then compile as usual.
