If it's purely IP-based and the virtualhost on the IP in question is
already working, then just change DNS to piont php.devhome.net to the IP in
question.

Yes, you can point it to any IP you wish by changing the DNS records.
Making sure the web server on that other IP is working as expected is
a possibly separate exercise.
