If you do a search on the net you can find TONS of docs on the MP3 file
specification. IIRC, the length isn't part of the ID3 tag set but it is
tagged in there somewhere...

Not sure right off .. doesn't seem to be part of the tagging system
(at least in all cases) BUT there must be a way. I just opened a mp3
in musicmatch and it knew the file was 16 seconds.
In looking at the file there does seem to be a TLEN tag in the middle
with the correct number of seconds for this file. For another file
(still showing the number of seconds in MM) that tag does not seem to
be there. It must be somewhere in the file.
You might want to go to the winamp/shoutcast forums and ask there ..
