See section 14.30 of RFC 2616, where Location is defined as:
"Location" ":" absoluteURI
RFC 2616 deals with HTTP 1.1 - the same information for HTTP 1.0 can be
found in RFC 1945 in section 10.11, where the same definition is set forth.
