If you are in a controlled environment and know the type of printer, perhaps
you could generate a Postscript file that the user could download and copy
to their (Postscript) printer. If the forms are pre-printed and you only
need to print a few lines of text in accurate postions on the page
Postscript would be a good choice. As Postscript is fairly simple you should
be able to generate a simple file yourself, without needing external
libraries as is the case for PDF.
