Can somone explain this php error.

I am working on tring to delop a php based site to be hosted by a provider who runs in safe mode. As a result I have turned on safe mode on my development system. I have attempted to fix all the errors I have found. From my understanding of safe mode is that it just holds a site into its root folder. As a result I am now seeing the following error. Can somone explain what the error means and what one would need to do to fix the error. Warning: SAFE MODE Restriction in effect.
