Umask default value

I need my PHP default umask to be 027, since I do not want users
creating files world readable unless they do so explicitly.
I'm running Apache on Linux, and I've changed /etc/profile.local to
027 so all bash logins now get 027 by default. I also rebooted the
server so any process getting umask via /etc/profile.local would see
the new value.
But PHP still starts with 022, and I did not see an .ini directive to
control the default umask in PHP.
Does PHP inherit umask from Apache? Does Apache inherit it from bash?
Any ideas?
