I finally found it.
There is a default umask setting in /etc/rc.config (on SuSE Linux 6.4
at least). The startup scripts read /etc/rc.config first, so all the
daemons get started with that value.
I changed it to 027, rebooted, and now PHP is creating files which are
not world readable, just the way I wanted.
