I would suggest something in the .dbf family. There are programs for all the platforms you are talking about that will read them. FoxPro If you can find the old 2.6 version does DOS and Win3.x Visual FoxPro would do the Win32. PHP has functions for .dbf's or you can use DOSEMU to run FoxPro 2.6 on Linux.
