Check out Virtuoso www.openlinksw.com/virtuoso
It's cheap (free for 3 concurrent connections) small (5mb) multi-platform
(linux, win, unix, osx) and can even allow you do do publish/subscribe
replication, so they will update the master database automatically when
online.
Virtuoso is an SQL92 database, and works well with PHP's ODBC functions.
