On a hub, I'm not sure you can do much of anything besides sniffing packets.
On a managed hub or managed switch, I would use SNMP--its what it was
designed to do. PHP has SNMP functions, which aren't too hard to use.
If you have a cheap hub that doesn't support SNMP, it doesn't cost that much
to get one that does.
