I'd rather not do #1 because it involves the user (you potentially) having to type the same info twice. Once into your system, and once into mine. In order for it to do you any good, the entry into my system needs to happen ideally before you turn on the new user's account. Shortly after would work I guess, it depends on who'se faster, you or Joe Spamalot, who just opened a throwaway account on your system, and is loading up a barrel full of "make money fast" spam.
