lots of session & POST thingy

hi list,
is it that for each "POST" a new session id is created?
for example have a look at the code below and its corresponding O/P.
(i have cookies disabled).

<?
session_start();
echo SID."<br>";
?>
<form action="b.php" method=POST>
<input type="submit" value="Sumbit">
</form>
//============end of a.php===========
//========b.php==============
<?
session_start();
echo SID."<br>";
?>
//===========end of b.php====
the outputs are
for a.php:
PHPSESSID=9a85593cc4a79d002bc3626338813e78

on pressing submit this is what i get ...
PHPSESSID=fbe9f27f6099f67fef7ee20a21c2c167
an entirely different id... what is it i am doing wrong .. i do understand
that i have a wrong understanding of this session funda... someone care to
clear it up .. i would be very grateful...
this is the case with cookies disabled.
with cookies enabled, in a.php i get an ID but on clicking submit i get
nothing.....
i have gone nuts trying to get this right......
i am using php4.0 with apache on redhat6.2......
on netscape 4.72
