Perhaps because web-based bulletin boards are generally slow, less
convenient, and cannot be read off-line.
The mailing lists are mirrored to news.php.net. You can both read and post
with your favourite newsreader. This is much faster and more convenient than
a web-based bulletin board.
Alternatively, the mailing list archives are available on several web sites
if you prefer this, e.g. http://marc.theaimsgroup.com/?l=php-general
or
http://www.phpbuilder.com/mail/. Check out http://php.net/support.php for
more.
