Sounds like you're talking about banks swapping blocks, not the credit card
companies. The number ranges I'm using don't tell me anything about the
banks, just the type of card.
Hmm. I suspect you may be talking about the micro level validity. My range
checking says 4000 - 4999 belong to Visa. You may be getting down to the
level that 4001-4002 belong to The First National Bank of America and
4004-4010 belong to Big Bank Inc but that 4003 doesn't belong to anyone so
it's not valid. Am I catching your drift?
