Bravo! There should also be functional default which allows unknown
browsers to use sites that use Javascript, DHTML, CSS, etc. You can't
provide for every HTTP_USER_AGENT.
dx0 looks very promising for this purpose:

A couple of weeks ago I started using it to create a menu system much like
jcpenny.com and have made a bit of progress. As dx0 progresses, I'm sure
it will become much easier. I'm not confident that I will succeed,
though.
