If it is implimented the same way as it is in *nix, it should start from the first include directory and go to the last so if you have .:/lib:/usr/lib and you have a file in /lib and /usr/lib with the same name the one in /lib should be used. That is an assumptionand I haven't had tme to test it, but you could do it easily enough.
