The main issue with JSP vs. PHP isn't, in my opinion, their speed or whether or not they come bundled with lots of libraries. Speed wise, PHP 4.0 is as quick as JSP, and it may very well get quicker. Libraries bundled aren't much of an issue. The real issue is development time. Simply put, Java isn't, and was never meant to be a rapid development language. It's not a scripting language. That is, in my opinion, JSP's biggest flaw.
