problems with php(4) with pws 4 on win98

Hello, I have had php with PWS set up on win98 working flawlessly before. Now when I install the latest version of PWS (4) I get registry-specific errors and Transaction server fails to install correctly. Subsequently I cannot get the php interpretor to work. (regular html files view fine, but all php fails). I tried WindowsMe with the same results. I uninstalled WindowsMe and am back to Win98 with the same trouble (the PWS install fails at the same point and gives me registry-specific errors). I tried getting another version of the PWS install and the same thing happens. Some suggest I move to Win2000 but, please, that's not the solution, that's just a totally different op. sys. w/ a whole new set of issues. My business is being hurt by this confusion.
