SPL file object's fgetcsv method is using php_fgetcsv() which is using
php_mblen().
Add mb_fget_csv method to it using #if HAVE_MBSTRING?
I made new mb function names in the RFC a cording standard compliant. e.g.
mb_add_slashes()
Any comments for this?
