Anyway I think that a European rsync server is a must and since there
are a lot of people that offered to serve it I think we should go ahead
with it and make it official.
There is no need for rsync.php.net to have an average transfer rate of
1.5Mbit while it can be less.
Even if the network problems of rsync.php.net are solved for me it is
still 26 hops away while fr2.php.net is 13.

actually, it's not very interesting. it doesn't appear to be a load
issue, there appear to be genuine network problems. (i've tested this by
doing 'rsync --dry-run -a rsync.php.net::phpweb .' both locally and
across the network -- locally it finishes in a few seconds, across the
network it takes forever.)

i don't doubt that spreading out the rsync load is a good idea, but i'm
nearly positive that there is a more fundamental problem with the
network configuration of rsync.php.net.
(but one big thing we could do to make the rsync setup more optimal
would be to purge the 'plain' versions of the manual. once someone gets
around to do a print-friendly stylesheet for the un-plain version, it
will make sense to do this.)

from rsync.php.net to fr2.php.net, i get ~45KB/s. from two other
machines, i get well over 100KB/s.
