It should be in layout.inc or shared-manual.inc
BTW why do we require mirrors to provide an image in GIF?????
I would understand PNG, but I cannot understand GIF.... It should
be format independent, eg mirror.(gif|png|jpg) or PNG, not GIF IMHO...
