mirmon now runs hourly against all mirrors defined in mirrors.inc regardless
of mirror status.
mirmon fetches http://mirror/mirror-info and parses
last-updated date from
it. So basically a "no_time" status for a mirror means timeout (300 sec)
or 404 error.
The mirror statusfile is fetchable in mirmon state file format, format
documented in mirmon homepage.
