Hello Hannes,
I recieve all messages that go to webmaster@php.net and I'm trying to create an extra mirror (1 time a week a sync using rsync). Sometimes I reply to a message on the webmaster@php.net mailling list and that is probably why you did see "Stream Service" in the past.
