I fully agree.

It is not documented. Or at least I don't know it is documented :)))

What I am working on? :) Do you mean the bug system?

Well, about the bug system, you are right, when saying:
"
a typical example of something that started out simple,
but because of patch over patch, and hack over hack, got
unreadable...
"
I think somebody should move all bug things to a new /bugs
directory, and split up the functions into separate files, eg:
/bugs
index.php (Bug reporting)
search.php (Bug searching)
dos-and-donts.php
backtrace.php
etc.
See the filenames now:
bug-pwd-finder.php
bugs-dos-and-donts.php
bugs-generating-backtrace.php
bugs-php3.php
bugs.php
bugstats.php
lbugs.php
It seems, somebody already implemented this but with bugs-
prefixes... bugs.php needs further separation, and
all bug pages [and includes] should go to the /bugs directory.
So we don't mess up the bugs.php page with lots of code,
and the include dir with lots of bug (non site-wide) includes.
