Indeed, and since www.php.net is down for almost a day now:
A fix would be to always run the mirror's do_download, and let the
do_download.php itself request a logging-url from www.php.net for the
logging. If php.net is down, no logging occurs, but download continues.
Another idea would be to deny downloads from www.php.net, if people select
the www.php.net's do_download, it takes a random mirror. (possibly smartly
by means of checking the top-level domain of the user).
Attached is a fix which implements my first suggesting. One added file to
phpweb-root, and a diff of the current files.
