I don't think there's much of a reason for an 'experimental'
directory in the main pear/ repository. It makes sense in the
php4/pear/ directory because that's what's used for PHP
distributions, but the pear/ directory should just be a
collection of PEAR code.
Perhaps an additional flag in the package.xml file to mark a
package as "experimental" would better serve this purpose?
