Seems like a Windows Archive_Tar problem. The output of "tar tvf PhpDocumentor-1.1.0.tgz" is like this: C:/Web/Pag41E3.TMP/package.xml PhpDocumentor-1.1.0/Authors PhpDocumentor-1.1.0/ChangeLog PhpDocumentor-1.1.0/Classes.inc PhpDocumentor-1.1.0/Config_File.class.php ... The first entry should have been just "package.xml". This is why the installer is complaining about "old format package file". What version do you have of Archive_Tar?
