pear installation in hosting environment

Hi list,
what is the recommend way to install pear in a hosting environment. I need to install the pear base tree and some packages in my local home folder.
I don't have lynx and I don't have php on command line but I can overwrite the include_path witch ini_set(). php version is 4.2.3.
I tried the WebInstaller but it seems quite old and also didn't worked for some reason.
any help appreciated
