IMO generating the RSS files once per week is not sufficient. They
should be created after every new release instead.

No, rss.php should be a redirect to the new location, because without
that all feed aggregators will fail, which is no good.

IMO /feeds is a more appropriate location for your stuff.
BTW: Please discuss such changes on pear-webmaster@php.net before
starting to implement it. That's what that list is for.
