If you consider it as a bug, yes. But it's not a bug, or it is a
documentation problem. Doing it optionnal solves this issue.
The globals variable is completely new, and not too difficult to add,
this issue can be consider (in the current endless discussion) solved
too.

As I said, most of us experienced cached systems to increase
application/sites performances or scalability. This is not the point
here.
One tool for one task is the way to go to keep modularity as a good
level. IT is a template engine, and it does its job very well. This way
is the historical way in PEAR, I like it.
What I suggest now is to close this discussion until something new
appears. By 'new' I mean something that fit our requirements about BC
and small patches.
