Is this still the case? Didn't they change anything that law recently (2
years ago) and it's only forbidden to export them to "rogue" countries
(cuba, syria, iraq, germany/france *g* etc..). But IANAL and absolutely
not sure.
Anyway, the debian way to do this would be preferable anyway. Host the
problematic packages on servers in countries, which have a known record of
being more open to crypto laws (netherlands in the debian world, but that
can't be the only one, can it ?)
