My phone has a timezone called "LNT" (Lhasa Nepal Time?) at GMT+5:45,
so I guess you need 15-minute resolution. If you go to
http://tycho.usno.navy.mil/tzones.html there
are other
15-minute-resolution time zones listed there.

You should not need to worry about that when calculating dates, as
long as the internal representation is _always_ in GMT. The OS should
take care of applying DST for local time.
