That was my first thought... but then I realized that "File" is a category, not a package hierarchy... and inside that category there are right now 3 packages: Contact_Vcard_Build, Contact_Vcard_Parse and Spreadsheet_Excel_Writer.
Even if we were to put this package in the "File" category, the package name would be "Image_Something", or else it would be the first "File_Something" package.
So, if what we want is to avoid confusing users on the fact that the package "might" (it doesn't currently but it could in the future) not provide image manipulation but rather data manipulation, I think Image_Format_JPEG might be appropiate.
