How are pear/* packages handled for releases ?

Like the subject says .. after now everything is moved from
php4/pear/* to pear/* how is decided which pear packages are
bundled with on official PHP release ? All packages ? All but
experimental ? Or is there some kind of indication that wether to
bundle or not a certain package ?
