PEAR::Date

Hi, I know we have had this before but we seriously need a new addtionak maintainer for PEAR::Date. Therefore I propose: 1) vote on if we will infact add a new additional maintainer 2) if yes people can step up to take the position and we will then quickly vote on who will become the new maintainer. Since we don't have a formal voting system in place I suggest we just start the voting and hopefully things are obvious enough that we don't need a lengthy debate as to how many votes of what type are required... Anyways +1 from me to having a new additional maintainer for PEAR::Date.
