That's the old standard. The new standard will be
/HTML_FORM
main.php
css_extension.php
/HTML_TABLE/
main.php
td_span.php
/XML/
...

When Stig Bakken was young and small, he invented PEAR and did not
think much about directory structures. Now he is old and wise and
does not like this structure anymore :-)).
