I don't think so, CPAN is exactly doing this and usually ends up rebuilding perl itself. There is also a problem when packages that are already installed need to be upgraded. (Perhaps to a new major version which breaks BC with the previous one). Automatic installation of dependencies should therefore only be done when asked for it.
