I agree with Joshua here, perhaps something like PackageGenerator fits
more on the goals. Btw, one idea could be to have a new comand
"pear-dev" that provides this functionality plus other like "package",
"cvsdiff", "cvstag", "upload", "bugreport",
"run-tests", etc.
