My PEAR install uses Documents and Settings with the old 8.3 format as a temporary directory, so yes, this does work. The patch I supplied is a bit of a convenience, especially for win XP users, who have to really work to find the 8.3 names (it's a special argument to dir, which I only found through help dir at the command line). This is especially true for nested directories, it would require changing to each dir and finding out the short name, or experimenting until one finds it (unless PEAR can auto-convert to the short pathnames, which I think would be more work than the patch).
As I see it, if the patch doesn't work, then another needs to be made that bails on spaces in pathnames. If it does, then why not just use it? :)
