I don't think so: look at the port mail/pear-mailparse: it has USE_PHPIZE defined, and it builds fine.
The problem I belive was phpize being created with the wrong permissions. I don't have time to look for the message now, but Rasmus posted a note to php-dev. At any rate, try downloading the source tarball off pear.php.net and running phpize ./configure --enable-apc make and post the errors if any. George
