I often get this
pear install Some_package
downloading Some_package
Some_package: Dependencies failed
pear install dependancies
pear install Some_package
downloading Some_package
install ok: Some_package.
Now the problem with this is that the package gets downloaded twise, all package managers that I know of rpm and apt, download packages to a cache dir but do not delete them by default.
I thing is best if pear behaves the same way, plus maybe implementing a new purge or clean command to delete downloaded packages.
