Hi Yavor,
I think a better solution would be to check dependencies prior to download where possible. Also, with the next release of PEAR, you can automatically install and upgrade dependencies using the -a switch
pear install -a Some_package
which might solve the problem in a more efficient way for you.
However, if you can come up with some code for a download cache that looks awesome, I'm sure it would be included.
