Regarding the GPL licensing issues here, have you tried contacting maxmind about releasing the PHP or Perl code LGPL? It might be worth trying. GPL & PHP / web applications is kinda a murky area anyway -- what exactly the implications are of GPL vs LGPL when building non-compiled applications, that is. Your code doesn't support the (non-free) higher-definition versions of the database? I have also created a port of GeoIp for PHP5, based mostly on the GPL Java implimentation and some code from the PHP impl (like caching support). I plan to make this available this through maxmind (under GPL).
